I don't think CA gov should force private businesses out of control. Instead I think anyone making minimum wage (or within $5 per hour of it) should just get an extra $10000 off their taxes.
I think of it as creative destruction. If you can’t generate jobs that pay a living wage, then let’s let people back into the labor pool to enable the growth of a company that can.

How much state tax do you think someone working 40 hours a week at minimum wage is paying?
I don't think they pay any taxes if they make $5 per hour.
